State Land Bank Authority

The Michigan State Land Bank Authority serves as a critical bridge between conservation and community development. After GTRLC transferred the developable land to the SLBA, the Authority took on the essential work of identifying a qualified developer and providing the incentives and structural support needed to move the project forward. Their expertise in navigating complex land development processes has been instrumental in bringing Elberta Commons to life.


Joseph Rivet

Executive Director

Rivet provides overall leadership and strategic direction to the SLBA as it continues to create a positive economic impact on Michigan communities by facilitating productive reuse of land. Rivet previously served as the Deputy Director of the Michigan Department of Agriculture and Rural Development, Bay County Drain Commissioner and was twice elected as Bangor Township Supervisor. He served as State Representative for the Bay County Community from 1999-2004.

Jim Tischler

Development Director

Experienced and credentialed planner, community/economic (re)developer, and development consultant with a demonstrated record of impactful, innovative work in government administration as well as for private and public clients. Skilled in the planning, coding, design, entitlement, finance, and transactional elements of city-building. Specialization(s) in cross-discipline policy and practice innovations.
